First, cascading pricing could be introduced based on the headcount in a household. If the monthly consumption exceeds a certain quota, the price would be doubled or even tripled. This could discourage people from wasting fresh water at home. Second, industrial plants should be penalized if they discharge wastes into fresh water. With punitive measures in place, they are likely to be deterred from polluting fresh water. In short, we should spare no effort to protect our freshwater resources, or we will regret one day.
