Deciding what to pay
0 Although organizations face to important external labor and product-market
00 pressures in setting their pay levels, a range of discretion remains.
41 How large the range is depends on the particular competitive in

49 wage theory, one circumstance is that when organizations have

51 For example, organizations that emphasize decentralized decision making
52 may not need higher-caliber employees. Another circumstance where higher pay may be
warranted is when an organization has difficulties observing and monitoring its
employees’ performance. It may therefore wish to provide an above-market pay rate to
ensure their incentive to put forth maximum effort.
