E Now, I’d like you to talk about something between yourselves. You should take care to share the opportunity of speaking. A From my point of view, even though there was a perfect rules system which involved every detailed aspect of campus life, without good regulation, the rules system would be of no use. For example, the teacher of the library should stop the students from making noises; the invigilator should invigilate the students strictly; the conductor of dormitory buildings should inspect the building frequently to avoid the use of electric appliance. As long as they do well in their jobs, there should be no violations of the rules and regulations. Otherwise, students would violate rules and regulations frequently. B But universities don’t have enough money to invest in the supervision of rules and regulations. It’s really costly. A Yes, what you said is reasonable. If students can do well in self-discipline, we won’t have to worry about the high cost of supervision. So, I think the fact why some of the rules and regulations are violated is due to the neglecting of rules and regulation education. B Oh, I couldn’t agree more. As everybody knows, prevention is not effective but self-discipline. University should pay attention to the education of rules and regulations, and make the students realize the serious consequences of violating the rules and regulations. If students can do well in self-discipline, they can also supervise each other. A I think prevention is still effective. As long as universities do well in supervision, it will be OK. You said the supervision is costly. I don’t think so. As long as the punishment method is rigorous, the violations can be stopped. So I can’t understand why some of the rules and regulations are frequently broken. The reason is that the punishment method is not rigorous enough. For example, if a cribber’s degree is cancelled there would be no other student who would still dare to do such a thing. B Yes, I agree with you. It has been proven by many facts. A From my point of view, there are several reasons why some of the rules and regulations are frequently broken, such as bad regulations, no rigorous punishment methods and no education on abidance of rules and regulations. So, our universities should do many things to make our rules and regulations strictly obeyed. A Why did you say that the effectiveness of rigorous punishment methods has been proven by many facts? B Ok, I’ll give you a good example. Nowadays many countries have made rigorous punishment methods against the violation of rules and regulations, and it has proven to be very effective. For example, if you threw garbage here and there in Singapore, the fine would be very high. So, nobody throws garbage here and there in Singapore now. So, our university should establish rigorous punishment methods to the violator of rules and regulations. B Are ail the rules and regulations in your university reasonable? (Give one or two examples. ) A Yes, most of the rules and regulations in my university are reasonable. However, some of them are not reasonable and we students often complain about them. Take the rules of electricity as an example. It’s right to forbid the use of electricity, but it’s unreasonable to shut off the electricity at 11 o’clock every night. In fact, it’s not convenient to our lives especially in summer. We can’t use fans without electricity, so we often wake up because of the heat. A If any of your classmates did not observe the university rules and regulations, what would you do? B I would tell them the rules and regulations. Other students might not stand up to tell their classmates that they violated some rules or regulations because they are afraid of offending their classmates. In fact, I think they are disingenuous and I would look down upon them. Rules and regulations are made to keep our campus lives in order, and if someone violates them, there must be some other students who would be affected negatively. Besides, most violators are not aware that what they did is a violation. Otherwise, they would not do so. So, we are responsible to tell our classmates the rules and regulations, and I’m not afraid to offend them. On the contrary, I think only by doing so can we be good friends.
