   Article One:
   Child-bearing motives caused by poverty and small-scale peasant economy are a main reason for high fertility in China. When labor is the major means of production, more children means higher productivity as well as greater social power, though such ability and power are limited by land rights. There is the traditional but now outdated concept of" more sons ,more good fortune" among Chinese farmers.
   Article Two:
   A decreased population is good for increasing the national income per capita, which is a positive factor for realizing the overall transition of Chinese society. Social transition asks people to enhance co-operation in public fields and solve public issues through negotiation. When people enjoy a higher-quality life, the possibility for fierce social disputes decreases.
   Article Three:
   We don’t have to worry too much about aging issue. Developed modernization level will upgrade the value of intellectual work and enable the senior citizens to prolong their time of social service. Experience in developed countries shows that the aged can be the major force of voluntary work and play a positive role in increasing social welfare.
   Article Four:
   There is no reason to worry about the so-called economic stagnancy caused by decreasing population. China is still enjoying the huge economic development vigor brought about by the technological revolution. Relative shortage of labor will only affect the distribution of national income but not the overall economic growth. What’s more, such relative shortage will push forward technological reform in traditional industries.
   Article Five:
   The difficulty of keeping a low birth rate remains highest in the vast rural areas. Urbanization, transfer of rural population to urban areas, and the development of rural social security cause are the fundamental means. To increase the educational level of rural population is an important measure of realizing the goal.
