In addition, carpooling should be encouraged and regulated by the government. To be exact, a private car with fewer than two passengers would be subject to the congestion charge, while cars with three passengers would be exempted from it. 　　In short, driving a spider-shaped machine to avoid traffic jam may only occur in science fiction. To solve the traffic congestion, the congestion charge and carpooling policies would be much more practical in the real world.
