What is the reason for this announcement?

Rex Jink, the manager in charge of accounts would like to remind employees that all end-of-year expense claims are due before the end of next week. Any claims that are received by the claims department after the due date will not be paid back. Last year, a number of employees missed the due date and were left out — don’t let this happen this year. Employees are reminded to fill in claims sheet and provide the necessary receipts. Claims that are missing receipts cannot and will not be honored.
