答案 As illustrated in the graph, from 4.0% in 1994 to 4.3% ’in 2000, the rate of unemployment fluctuates. However, in 2001 ,the rate soars to 5.2%. After that, it drops to 5.1% in 2003,but still higher than the steady change from 1994 ～ 2000. There are some reasons for this change. First, with the improvement of work efficiency, there was much surplus workforce. For example, many bus-conductors disappeared from buses with the advent of buses without conductors. Those bus-conductors who were not engaged in some other work were laid off. Therefore,2001 saw an increase of the rate. But it is fortunate that there is a steady decrease to 2003 because the government has created many job opportunities for those out of work. Another important cause that cannot be ignored is that many people have started their own businesses and employed some workers. For government, it should encourage the laid-off workers to start their own company with some beneficial policies, for example, free of tax for three years or free to get a loan from bank. In this way, on one hand, it can relieve the pressures on labor market; on the other hand, it can offer some job opportunities to others.
