Suggested answer: a.You can see global integration taking place. China has become the center of multinational companies’ global strategy and, increasingly, Chinese companies are looking outwards. For these reasons, the demands on HR in China are much greater than anywhere in the world. b.The greatest challenge is in recruiting enough people of the right caliber. Being able to ensure quality and breadth of experience, while hiring at the rate required, is no easy task. Many of the regulations and much of the red tape that used to typify running a business in China are being reviewed and compensation, benefits and conditions are regularly updated. c.A lot of companies are struggling. I don’t think anyone has the answer. It is just the sheer speed of change. Not so long ago HR managers mainly handled recruitment, payrolls, leave entitlement and the day-to-day administration of personnel matters. Their role then expanded to include acting as an employee representative on trade union committees and, in the past five years, the function has broadened again into that of a strategic business partner serving the current the future needs of the company as a whole. d.The requirement now for good HR managers is they need to understand the business, have functional expertise and understand people. It is important to be outgoing, focused on people, to know the name and role of all employees and be“politically savvy”without playing politics. e.In China it is a little different. Things are at a crossroads and this requires human resources to be a lot more strategic and creative. However, the overall shortage of well-qualified people has opened up a raft of new opportunities for China HR professionals who are ready to make a move and prepared to try their luck across the country. f.We have found, though, that the crucial thing in attracting and holding on to good staff is how much they believe in the company and its future direction. The ’techie’ people admire the products and management vision and want to contribute to the company; others enjoy working in a competitive environment where new things are coming in every day. g.New recruits are reminded of this during their induction program. It covers the basics of organizational structure and lines of business, plus a fuller orientation about the global IT function and networks. They are also assigned a“buddy”, mentor. Their role is more informal, top discusses things over coffee or lunch, but there are also clear guidelines setting out what must be covered. The feedback from new hires has been very positive, and they say they wouldn’t have learnt so quickly without the system. h.In view of the increasing importance of China within the company’s worldwide group, particular efforts are made to make employees feel part of the company. There is a real emphasis on communication. Every effort is made to make people feel part of the team and understand expectations. Staff is also encouraged to put forward ideas and comments about whatever concerns them. These are reviewed at management meetings and changes are made if appropriate. i.In planning for this year, the company will aim to refine the hiring tools and focus more on career development for existing staff. Gaps in both technical and professional skills will be more clearly identified and a training road map sketched out for individuals. While employers are aware that staff retention is becoming a key issue elsewhere, it does not concern them too much. The companies realize they must pay competitively and regard this as a‘hygiene factor’—one of the first things you must clear up. j.The companies should understand that staff responds well to a corporate culture and clearly stated values. Employers must also explain the company’s plans for growth and outline realistic career prospects for potential recruits. The general standards in China are improving all the times. The people are results-driven, willing to learn international practices and very competitive when you compare them with others in the Asia-Pacific region. k.While the first stage consists of individual intentions. There’re followed by group exercises. There are three exercises and they last about 24 hours. I suppose ideally they shouldn’t be longer. But then there are some practical constraints. Anyway the process itself gives people the opportunity to display certain skill, like the ability to work in a team or the ability to plan and organize. l.We can teach graduate employees certain things such as leadership techniques and we also encourage certain things with rewards, initiative, for example. But the basis of our approach is career development for all graduates, not just the real high flyers. We actually think that the company benefits more from improving the performance of typical graduates and not just the select few.
