Publicizing Lists of Uncivilized Residents To improve the behavior of its citizens, the government of X City has teamed with local media to release lists of uncivilized behaviors. The lists have photos and basic information of offenders. For example, drivers breaking traffic rules have their license-plate numbers listed along with the time and location of the infraction. Public reaction to the new initiative appears sharply divided. A number of netizens applaud the practice, saying it will force people to behave themselves, or they will risk being named and shamed in the media. Many others, however, worry that publicizing a list of uncivilized residents represents an infringement on privacy, with some questioning whether it has any law basis at all. In my view, people should focus more of their attention on the intended goal of the initiative. After all, exposure is just the means, not the end. All of this is to build an enduring mechanism for establishing civilization and improve the character of residents on multiple fronts.
