Free Lunch for Postgraduates—or Paid One? Would postgraduate students in Master programs in China continue to have free lunch? Recently this question has come into people’s attention as the suggestion of charging postgraduate students tuition fees is put forward. To stop financing postgraduate programs is indeed a very big decision to make. As far as I am concerned, it is a necessary one because it helps educators to adapt to the new developments in education and better allocate educational resources. To start with, charging postgraduate tuition fees helps to adapt to the new developments in education. When postgraduate program subsidy was started, higher education in China was considered "elite education" by most people, as there were not many university graduates, not to mention postgraduate students. A university graduate at that time could secure a good job with a decent salary, so most people did not want to spend more time and energy in postgraduate education. In order to foster high quality talents, the government gave subsidies to students who were willing to continue their studies after college. Now, however, the situation has completely changed. In the context of mass education, a bachelor’s degree is no longer the permit to a promising career. People are hence seeking opportunities for further study after graduating from universities. On such occasion, many postgraduate programs have become less academic and turn to serve those job-oriented students. It is thus clear that if we continue to finance all postgraduate programs, it would be a waste of money since the motives of the students have already changed and the means would no longer meet its end. Secondly, imposing tuition fees on postgraduate students in Master programs would help better allocate educational resources. By saving the money given to pragmatic-minded job-seekers, educators can promote more significant projects and programs such as engineering, science and economics. They will have more funds to send excellent students abroad for academic exchange and important scientific research will also be better carried out with enough capitals. Moreover, it is better to fund Ph.D. candidates because as most postgraduates nowadays are doing their masters out of practical and personal concerns, those who are really interested in academic studies and would potentially bring about advances in science and technology usually proceed to study for a doctorate. Thus this group of students who might have great academic achievements should be better supported, financially. And more benefits, both to the students and the government, will be brought by giving the money to the right people. To conclude, I believe that charging postgraduate students tuition fees is beneficial since it keeps pace with the changing times and helps to better allocate educational resources. The free lunch should be given to those who need it most.
