So if they’re forced to limit the use of their car, they will feel that they’re deprived of their rights and this will cause great chaos, leading to a serious social problem. But we have to take measures to limit the number of private cars on the roads sometimes when we can see a serious traffic jam coming. So it’s a necessary evil. Maybe a more reasonable method is more acceptable for most people. For example, odd-even rationing can be used to alleviate traffic problems during rush hours.
