答案 In the picture, a man is driving a spider-shaped ma chine, with its iron and steel long legs tiptoeing across the road. Underneath the machine, cars, motorcycles, trucks, and many other vehicles are crawling along. This picture tries to draw our attention to the severe traffic congestion in cities. Probably, one day, in order to avoid being stuck in the traffic, a spider-shaped machine as shown in the picture would be invented. In my opinion, the government must take some mea sures to tackle traffic congestion in cities. First of all, the authorities concerned need to impose congestion charge on those who drive private vehicles during rush hour, which, to a lesser or greater degree, would alleviate the pressure of traffic jam. In addition, carpooling should be encouraged and regulated by the government. To be exact, a private car with fewer than two passengers would be subject to the congestion charge, while cars with three passengers would be exempted from it. In short, driving a spider-shaped machine to avoid traffic jam may only occur in science fiction. To solve the traffic congestion, the congestion charge and carpool ing policies would be much more practical in the real world.
