问题 Who outlined the blueprint to end the violence in Mid-east?
After a stop in Jordan, US Secretary of State Colin Powell has ended a whirlwind tour of the Middle East to shore up an Israeli Palestinian cease-fire. Secretary Powell did what he said he would. He repeatedly urged both Israelis and Palestinians to Stop shooting and get back on the road to peace.

Israelis and Palestinians have officially accepted the Mitchell Plan, but continue to argue over its implementation.
