Basically, two phenomena should be taken into consideration. For one thing, public opinion can help exercise Internet supervision. For example, public o-pinion has made the supervision department pay attention to prison violence. For another, incorrect public opinion can be harmful because it may become the cause for violence. For instance, Chen Caishi was badly tormented because of the wrong blame for maltreating her step-daughter. The latter phenomenon is not welcomed. It will exert a negative impact on the society. Irresponsible public opinion on the Internet will make innocent people suffer. In this sense, it will endanger social stability and safety. Therefore, it is wise and acceptable to censor public opinion. To achieve it, the department concerned should strengthen the management of the procedure of expressing opinion on the Internet.
