Before we start our tour today of the Senate, let’s review how a bill is introduced to Congress. Some specialized vocabulary is used to describe the process. But I will be defining these words as we go along. As you may already know, only members of Congress may introduce a bill, that is, present the bill for consideration. First, the bill is drafted to put into the proper language. This is usually done by a Congressional staff member. But often business, labor and farm groups also draft bills that favor their interest. In addition, government agencies and even White House staff can draft bills they want passed. Then when the bill is ready to be considered, it follows the procedure unique to each legislative body. In the House, representatives place their bills in the hopper which is a box on the clerk’s desk. These bills are then sent to the appropriate House committee for review.
