Employers should pick a candidate who has more education suitable to the field or industry in which they are being hired. Education is better because students are taught certain things within their field they can bring to their career. For example, an accountant will need to have a basic understanding of mathematics and the principles of accounting to gain even an entry-level position. If someone just has work experience in accounting-related jobs or other jobs with numbers, they might not be schooled the correct way to do things, or have to waste resources by learning on the job. It is better to hire someone who can already bring that skill set at the very beginning.
