Recently newspapers have reported that officials in a little-known mountainous area near Guiyang, Guizhou Province wanted to turn the area into a "central business district" for Guiyang and invited a foreign design company to give it an entirely new look. The design company came up with a blueprint for unconventional, super-futuristic buildings. This triggered off different responses. Some appreciated the bold innovation of the design, but others held that it failed to reflect regional characteristics or local cultural heritage. What is your view on this? Write an essay of about 400 words. You should supply an appropriate title for your essay.
In the first part of your essay you should state clearly your main argument, and in the second part you should support your argument with appropriate details. In the last part you should bring what you have written to a natural conclusion or make a summary.
Marks will be awarded for content, organization, grammar and appropriateness. Failure to follow the above instructions may result in a loss of marks.

An Inappropriate Region Planning Recently a controversy has been aroused over a group of buildings. In order to turn a hilly region into a "central business district" (CBD) , the local officials invited a foreign design company to work on the project. Unexpectedly, a cluster of incomprehensible, super-futuristic buildings came as a total surprise to the local people. Some experts appreciated these eye-catching artistic works, while others regarded them as weird monsters. As far as I am concerned, the planning was a failure, which fails to make best of the region’s advantage and maximize the potential of its local resources. When we design for a region, the distinguishing quality and the local cultural heritage should be taken into account; otherwise, local residents will not appreciate it. To start with, as an icon of a region, the style of buildings should be closely integrated with the region’s characteristic features, but obviously these unconventional buildings are not designed in the light of local conditions. In such a mountainous region, it is crystal clear that super-futuristic buildings are not in harmony with the rustic peace. If the quiet countryside is teeming with all sorts of modern buildings, it will lose its uniqueness and become nothing more than another city of concrete and steel. Moreover, it is easy for a foreign design company to mechanically follow previous foreign patterns without making an intensive on-the-scene investigation and understanding the hidden cultural meanings in the Chinese buildings. As a matter of fact, all the distinctive Chinese buildings are a harmonious blend of local conditions and cultural heritage. For instance, the courtyard dwelling in Beijing, the stone-gated building in Shanghai and house projecting over the water in Chongqing all follow this principle and become well known in the world. On the contrary, these modern buildings fail to reflect the regional characteristics and cultural heritage. Consequently, it cannot earn the recognition of local people. In addition, the planning did not maximize the potential of the area and effectively turned it into "a central business district" as the officials expect. People who are tired of the noise of the city always intend to return to nature, in the hope of seeking the original purity and simplicity. However, they will only feel awkward when they see these so-called " super-futuristic" buildings in the picturesque mountain village. Undoubtedly they are artistic works, but local residents and visitors cannot understand this kind of artistic work. Even if people are willing to appreciate artistic production and go to a central business district, they do not have to go to such a distant hilly area. There are so many famous cities in China, so why do they have to go to a mountainous region to go shopping and do business? It is impossible to turn to this mountainous region to a business district because of lack of market, fund, and good transport service. Therefore, this region does not find an appropriate market niche for it and its potential have not been fully discovered. If it wants to become a business district only through some peculiarly shaped construction, the results will be a disaster. In summary, the regional planning should take its local conditions and cultural heritage into account, and the designers should try to discover the unique features of the region. Inappropriate planning will only reduce the region to an embarrassment instead of being recognized and praised by people.
