Should the government encourage some businesses to move from cities to rural areas since traffic and housing problems are getting worse? This has been an intensely discussed question for years. The following are the supporters’ and opponents’ opinions. Read carefully the opinions from both sides and write your response in about 200 words, in which you should first summarize briefly the opinions from both sides and give your view on the issue.

Yes:
Suburbs usually have better surroundings than urban areas, so companies can provide their employees with a better environment and living condition there, which will enhance employees’ enthusiasm for work.
Moving some businesses to rural areas will make the urban city a better place to live in. If factories are relocated to rural areas, there will be more places in the city to build roads, parks, hospitals and other public facilities.
Traffic congestion in urban areas will be alleviated greatly. If companies are moved to suburban areas, the employees may choose to follow their companies. Then, the population in urban areas will decline and subsequently there will be fewer traffic and housing problems.
No:
Although moving some businesses to rural areas can alleviate some urban problems, it may increase the cost of transportation for those who live in the city.
No doubt it also causes environmental deterioration in rural areas. When companies are encouraged to move to rural areas, pollution will be brought to rural areas too. The ecosystem in rural areas is quite fragile. If we fail to take right measures to solve this problem, it will bring irreversible damage to the environment.
Besides, cultivated land is likely to shrink due to the increased use of land for office and residential buildings, which may result in food shortage.
Write your response on ANSWER SHEET THREE.

Should the Government Encourage Some Businesses to Move from Cities to Rural Areas? For the purpose of alleviating the traffic and housing problems in urban cities as well as beautifying the urban environment, the government introduces policies to encourage enterprises to move to rural areas. Despite of these advantages, many opponents claim that it may bring a series of problems, such as the increase of transportation cost, the damage of the rural ecosystem and the loss of farmland. From my own perspective, companies and factories should move to the countryside, which can promote the development of rural areas. To begin with, the relocation helps to boost the economy in the countryside, speeding up the construction of the local infrastructure and bringing new opportunities for the local people. Moreover, the living conditions of the local people will be enhanced since more employment opportunities are available to them. In addition, the rural education will be greatly improved since new technologies are introduced into the countryside. To sum up, it is advisable that the government encourage some companies to move out of cities, which is of great benefit to both the urban cities and the rural areas.
