Deciding what to pay
0 Although organizations face to important external labor and product-market
00 pressures in setting their pay levels, a range of discretion remains.
41 How large the range is depends on the particular competitive in

44 market average. The advantage of paying above the market average is the
45 ability to attract and retain the top talent available, which can be translate

48 of higher pay does outweigh the higher costs? According to efficiency
49 wage theory, one circumstance is that when organizations have
50 technologies or structures that depend on being highly skilled employees.
51 For example, organizations that emphasize decentralized decision making
52 may not need higher-caliber employees. Another circumstance where higher pay may be
warranted is when an organization has difficulties observing and monitoring its
employees’ performance. It may therefore wish to provide an above-market pay rate to
ensure their incentive to put forth maximum effort.
