Spain has agreed to supply Venezuela with surveillance planes and patrol boats in an arms deal that cause concern in Washington. The Spanish Prime Minister and the Venezuela President speaking at the end of summit in Venezuela defended the agreement, saying the equipment will be used to fight drug trafficking. American diplomats in Madrid said the deal was one of the serious arms sales to Venezuela that could destabilize South America.
