Since I am a movie lover who has taught teenagers for much of my adult life, I feel much more qualified to speak to your question about American movies. Children have always liked being scared, especially when they know it is all make-believe. Moreover, more horror movies are made because they cost so much less to produce.
First, let me explain about our rating system. There are various level, raging from G for general audience, which is suitable for children of all ages, to X, which is pornographic in nature, The rating system is voluntary; however, most film producers participate in the program. A panel (专门小组) views the film and, based on a list of criteria, determines whether to give the film a G, PG- 13 ( parental guidance for anyone under the age of 13 ), NC- 17 ( parental guidance for anyone under the age of 17), R ( restricted to adults), etc. The system also has some guidelines for defining the reason for the rating, specifically sex, dirty language, or violence. Although criteria for the ratings have been in place for nearly 30 years, they have changed through time to reflect changing cultural norms.
Movie houses advertise the ratings of each of the films, but the real responsibility for limiting children’s access rests with the parents. Parents are expected to guide their children to suitable films, consistent with the family’s value system. Most parents take this role very seriously.
