答案 The cartoon suggests a serious problem existing in China．In it, the big cities are compared to the big fish tanks, while the small cities and towns are regarded as the different sizes of fish tanks．More and more fishes want to go into the big fish tank, making it very crowded and in contrast, the small fish tanks are left empty． The cartoon is a reflection of our real society．In order to find a good job and earn more money, more and more human resources have migrated into the big cities．As a result, the big cities become more and more crowded with people whereas natural resources there become more scarce, leading to such social problems as rising living cost, the heavy traffic． In my opinion, now it is the time for governments to take measures to change the sitution.
