An official in the department of Gunther Oettinger, the EU commissioner for energy, said no targets were【C15】______needed for later. He is also against raising the current target to【C16】______emissions from 20% by 2020 to 30%,【C17】______some member states—including the UK, France and Germany-have proposed.
