Many developing countries are experiencing a wide difference in living standards between the cities and the rural areas. In this essay, I shall look at two reasons why this is happening and how the gap might be made smaller. One reason that cities are much more developed than rural areas in less developed countries is that the governments have focused on making the cities look good for investment. In China, for example, the government has clearly focused on making Beijing and Shanghai particularly attractive to outside investment. This strategy has clearly worked, but also results in a great disparity in living standards. Another reason is that the level of education in cities in less developed countries is generally much higher than that in rural areas. Better teachers usually prefer to be where the living standards are better and this leads to a situation where the schools in the countryside gradually fall further and further behind. In addition, the schools in cities tend to be better equipped and the students also have access to more and better information. For example, in China, it is normal for students to have access to computers in cities, but not so common in the countryside. There are several ways in which the gap could be reduced. Some suggest having teachers from the cities go to work in the countryside for a while. However, I think that more investment in rural schools would be more appropriate, as this would allow school and teachers from rural areas to develop more independently. As for the issue of investment, if the government made it more advantageous for companies to locate in rural areas, perhaps through taxation and/or better infrastructure, it would provide more opportunities for those areas to catch up with the cities. To summarise, there are many reasons why the living standards in rural and urban areas differ so much in developing countries and the government has a range of responsibilities for reducing this gap.
