The United Nations Security Council is meeting to discuss a year-long investigation into the UN oil-for- food program which was intended to lessen the hardship caused by sanctions against Saddam Hussein’s Iraq.      UN Security Council members are now hearing the conclusions of Paul Volcker’s report. The preface released on Tuesday made some comfortable reading for the UN. Paul Voleker says there were serious instances of illicit, unethical and corrupt behavior within the organization. The UN was asked to do too much too soon in running the "oil-for-food" program, he says. The Secretary General’s diplomatic and political responsibilities were all consuming, says the report. And Kofi Annan didn’t have the administrative structure to oversee the enormous program.
