However, hours later, he modified the order to allow some outdoor dining. "Simply relying on public compliance was clearly not working," says Miami Commissioner Ken Russell. Local officials are still struggling to【C13】________residents and tourists to take the surge of infections seriously. On a recent, near 100°F day, police officers on South Beach 【C14】________between issuing warnings and handing out masks, which many people quickly took off. Marty and some local officials partly blame state officials’ mixed messaging for Floridians’ overlooking the new emergency orders. More than perhaps any other governor, DeSantis has tied his political future to Trump’s when it comes to the handling of the pandemic. At an Oval Office sit-down with Trump in late April that some in the state warned was a premature victory tour, he boasted that despite the "draconian orders (严酷的法令)" issued in other states, "Florida has done better."
