答案 As indicated in the picture, the electric bulb of high energy consumption is marked "public" while the energy-saving bulb is tagged "private". What the drawer tries to convey to us is this: a satiric but very vivid description of a common phenomenon in our society. In-stead of saving limited resources, some people working in government offices often waste daily necessities such as water, electricity, paper and the like. When they return home after work, by contrast, they are quite conscious of what they are doing: they know how to save water and electricity in order to minimize the cost of their life. Why does this striking contrast exist in our daily life? The reasons, to my best knowledge(=as far as I can see), might be much complicated. Historically, most of the estate and movable properties, including public offices and state-owned factories, belong to the state. A small number of the people working in these places have formed an unhealthy habit of wasting things they use without counting the cost. Practically, some people do not regard these small things as significant; neither do they take them seriously. China is a huge country with a very large population, but relatively she lacks in natural resources. Therefore we should educate every citizen to be economic both at home and at office. Besides, natural resources are very limited. Every bit of energy we save is not simply for our own good, but for the good of mankind as a whole. To practice thrift is a virtue, in this sense, we should promote thrift and frugality, fight against excessive use of public resources in daily life.
