But having a high-deductible policy allows them to make pretax contributions to a health
saving account, up to their deductible.

rolled over to following years. As is the case with an individual retirement account, any
withdrawals made before the age of 65 would be taxed and hit with a 10 percent penalty.
After 65, there is no penalty,
