    To vigorously promote fairness in education. Hu Jintao, general secretary of the Central Committee of the Communist Party of China, said in his report to the 18th National Congress that educational resources will focus on rural and remote areas poor families and non-Han ethnic groups.
    Hu said that efforts will also be made to promote equal education for the children of migrant workers and to increase financial aid to poverty-stricken families for their children’s education. The central government has been making efforts in this direction over the past decade. But what has been done is far from enough to bridge the gap between the quality of education in urban and rural areas. That is why Hu’s report particularly mentioned the shift, in focus to the underdeveloped and disadvantaged areas.
    Despite the free nine-year compulsory education for all rural students there is still a long way to go before students in rural areas will be able to receive education of a similar quality to that enjoyed by their urban counterparts. The teaching facilities and incomes of teachers in rural areas, poverty-stricken areas in particular, leave a lot to be desired compared with their urban counterparts.
    Rural students who receive free university education are required to return to teach in rural schools for a certain period of time before they leave for other jobs, but preferential policies are needed to encourage good teachers to teach in rural areas and financial aid is needed to improve the physical condition of students.

What’s more, the gap is not eliminated, or even narrowed by the constant efforts made by the central and local governments, the reason for which lies in the lack of educational fairness. As is known, higher education institutes are where a majority of the central government’s fiscal budget for education goes, while compulsory education’s primary investors have been the local governments. The educational budget has become a very heavy burden in the rural areas. As a result the education quality deteriorates and defaulting on teachers’ salary is not uncommon. In addition, different pay scales exist between urban and rural teachers, and that’s why so many young and talented teachers go to urban areas for the sake of better treatment and self development. As a matter of fact, a sustained and balanced educational development has been threatened by the widening gulf among education. The need for China to adopt an equitable educational approach and a scientific development perspective is paramount, and the answer may be the setting out of a series of policy concepts for unified and balanced urban-rural development. To narrow the education gap is by no means to slow the development of urban education. Rather, it means that the same educational rights should be offered to rural population and their urban counterparts. More importantly, the central government should make some profound policy changes and the local government needs to be aware of the need and be willing to provide equal education opportunities to the rural and urban students. To narrow the gap between rural and urban education, talented teachers should be encouraged to contribute to the educational cause in rural areas, for which to work, a special fund need to be created. Since education provides the basic guarantee for the future of a country, and is closely connected with the life of individuals as well, making sure that rural and urban students enjoy equal access to education and are well cultivated is of vital significance. Hopefully, the education gap will be bridged and equality in education will not be too far away with the joint efforts of central and local governments.
