According to a government【C9】______ ,water prices in 36 big cities have risen an average of 10% annually for the past three years (Beijing’s have risen 30-fold in the past 14 years). But in August a government think-tank said prices remained only about a third of the world【C10】______ . It called for price reforms to be speeded up. On October 20th Beijing published a five-year plan for economic and bureaucratic reforms in the capital. This called for water prices to reflect supply and the cost of delivery by 2010. The national government said earlier this year that it aimed to cut water consumption per unit of GDP by 30% in the same period.
