Directions: For this part, you are allowed 30 minutes to write an essay commenting on the Beijing government’s introducing a lottery for automobile buyers in order to solve traffic problems. You can give an example or two to illustrate your point. You should write at least 150 words but no more than 200 words.
选项
答案
About the Policy of a Lottery for Automobile Purchase In recent years, the governments of many cities have been hampered by serious traffic problems, among which Beijing is included. In order to solve this problem, the Beijing government has introduced a lottery for automobile purchase. This policy has aroused great public concern and there are a lot of discussion on its advantages and disadvantages. To some extent, this policy can reduce the number of people buying cars; however, there are many underlying negative factors. On the one hand, this policy brings inconvenience to those families which need cars desperately but lose in the lottery drawing, while those families which have one or more cars could buy more if they win the lottery. Since we cannot decide who indeed needs cars and who just for vanity, the government should not set such an unfair policy. On the other hand, people would lose faith in government because of the policy. The main aim of the government is to make life of citizens more convenient and more comfortable and the use of cars is included. So the government should try its best to meet the needs of citizens but not limit their rights to buy daily necessities. To sum up, I cannot agree on this policy of the government. There are many other measures the government could take to solve the problems, such as changing the fuel of cars from oil to gas, encouraging people to take the bus or to carpool by instigating some types of reward programs. I’m sure that the traffic problems could then be solved in the near future if something like this could be done.
解析
1.这是一篇议论文,时态主要为一般现在时。题目中提到“commenting on the Beijing government’s introducing a lottery for automobile buyers in order to solve traffic problems”,因此可以确定写作内容是讨论“北京政府采用摇号购车政策以解决交通拥堵问题是否可取”。
