Where did the Pakistani government signed the agreement with tribal leaders?

Bush administration officials are to meet Thursday to discuss a new report by the National Counterterrorism Center. Officials say the report states that al-Qaida has found shelter in Pakistan since the signing of a peace agreement. The Pakistani government signed the agreement with tribal leaders in the country’s northwest. The report said the agreement effectively removed the government from that area and permitted terrorists to move in. The report also said al-Qaida has rebuilt its strength to a level not seen since 2001.

The head of the United Nations nuclear agency says inspectors are ready to go to North Korea to observe the closing of the country’s main nuclear reactor. International Atomic Energy Agency chief Mohamed E1Baradei spoke in Seoul.
