Which country made travel restrictions before?

The Mexican President Vicente Fox welcomes an agreement with President Bush that eases travel restrictions on some Mexicans visiting the United States. Under this agreement, these Mexicans will no longer have to be fingerprinted and photographed if they are in the US for a short stay.
