The fateful exchange between the reporter and the mayor happened last year as Mr. Livingstone was leaving a party. It culminated with the mayor criticizing the reporter for pestering him and then accused him of behaving like a concentration camp guard. Mr. Livingstone has long had a poor relationship with the newspaper, The Standard.
