选项

答案with一去掉with

解析 语法错误。本句的主语是the Department for Children,Schools and Families(英国儿童、学校和家庭部),aim to这一动作的施动者也是相同的主语,故直接用aim的现在分词形式表示伴随,不需要加介词with。
