Ladies and Gentlemen,
   In talking to you today, I want to draw your attention to an urgent issue facing us which governments and the public have paid little attention to. It is the need to craft new development goals for mankind in the next 15 years. We all know that the United Nations has always had a lot of targets and declarations, but many of them remain largely unknown to the general public. For instance, do you realize that you are currently living through the UN Decade for Road Safety? Actually, many of such UN initiatives have rarely proved consequential.
   But in 2000, something remarkable happened: The UN turned its noblest aspirations into something more concrete. Over 100 heads of state and 47 heads of government met in New York for the UN Millennium Summit, the largest meeting of world leaders in history. And they set ambitious targets that later became known as the Millennium Development Goals. The objectives, which include reducing poverty, fighting diseases, and getting kids in school, essentially boiled down to nine specific and verifiable targets, and the hard deadline for meeting them is set at December 31, 2015.
   In the years since, governments, international institutions and private foundations have backed the goals with hundreds of billions of dollars, and much has been achieved. The promise to cut the world’s hungry people by half is a case in point. In 1990, the baseline year for all the targets, almost 24 percent of those living in the developing world were starving. By 2012, that figure had fallen to 15 percent. If current trends hold, it will reach 12 percent by the end of 2015, which means the Millennium goal for reducing poverty will have been met by then. Here, I wish to pay a special tribute to the leading role played by China in this collective endeavor: During this period, China lifted over half a billion people out of poverty, which is close to the population of Africa, thus contributing to 80 percent of people lifted out of poverty worldwide.
   With the deadline nearing, discussion is now turning to what happens next. Everybody realizes the need to build on the success of achieving the Millennium Development Goals and take more ambitious actions to sustain the momentum of global development for the next 15 years. This is the most pressing challenge facing the international community. In September 2015, the United Nations is expected to formally adopt the post-2015 agenda on sustainable development with a new set of global goals to succeed the Millennium Development Goals. But there are widely diverging views on what specific goals should be set. As a matter of fact, over 1,400 targets have been proposed. Obviously, having 1,400 targets is like having none at all, so the UN and the international community should make hard choices.
   Crafting the new development goals is the responsibility of not only the United Nations, but the international community as well. The G-20 Summit, which is the preeminent global forum on development represented by the world’s 20 largest developed and developing countries, can contribute its valuable input to the process of setting new global development goals for the next 15 years. China, which is the world’s second-largest economy, will host the next G-20 Summit in 2016. So China will be in a crucial position of bridging the goal-setting and implementation phases of the new sustainable development goals for 2030. By encouraging other G-20 members to work closely with the UN in adopting this exciting post-2015 development agenda, China will play a leadership role in mobilizing the international community in a concerted effort to reduce poverty and sustain global development. The world is watching, and the world will applaud and follow China’s initiative.
