中国政府为什么要进行反垄断调查?就是要确保一个公平的市场竞争环境,保护消费者的利益。垄断是市场经济最大的敌人。你们都来自发达国家,市场经济比中国发达得多,反垄断对你们来说并不是一件新鲜事情。比如美国早在1890年就通过了反垄断法,比中国早了100多年。中国也是搞市场经济。既然美国可以反垄断,中国怎么就不行呢?
我想强调的是,中国政府并没有借反垄断调查打压外资企业在中国的空间意图。改革开放30多年来,外资企业在中国的发展过程中起到了很大作用,成为中国经济的重要组成部分。我们将继续采取措施,加大开放的力度,为外资企业营造良好的投资环境。外资企业只要依法经营,在中国就会有广阔的发展空间。

Recently, the Chinese Government has conducted anti-monopoly investigations into some foreign-invested companies in China, particularly auto companies and auto parts making companies, and imposed fines on them. This has caused some concern among foreign-invested companies in China. You are the representatives of foreign-invested companies in China, and I would like to have a frank exchange of views with you today. As I have learned, your major concern is whether this anti-monopoly investigation is targeted only at foreign-invested companies and whether it is intended to reduce the access of foreign-invested companies to the Chinese market. Such concern is uncalled for. If a foreign company wants to operate in China, it must abide by China’s laws, including the anti-monopoly law. Chinese leaders have repeatedly stressed that foreign companies registered in China are regarded as Chinese companies and treated as such. All companies are equal before the anti-monopoly law, whether they are foreign-invested companies or Chinese companies. As a matter of fact, since the anti-monopoly law was enacted six years ago, the Chinese Government has mainly investigated some Chinese telecommunications companies, liquor-making companies and auto joint ventures and taken anti-monopoly measures against them. I am sure this is a fact that you all know quite well. Why has the Chinese Government conducted anti-monopoly investigations? The purpose of these investigations is to ensure fair market competition and protect the interests of consumers. Monopoly is the biggest enemy of the market economy. You are all from developed countries. Your market economy is much more sophisticated than ours, and anti-monopoly measures are nothing new to you. For instance, the United States adopted the anti-monopoly law as early as 1890, more than 100 years earlier than China. China is also a market economy. If the United States can take anti-monopoly actions, why can’t China? What I want to stress is this: The Chinese Government has no intention to limit the access of foreign-invested companies to the Chinese market using anti-monopoly investigations. In the past 30 years and more since China launched its reform and opening-up program, foreign-invested companies have played a major role in China’s development and have become an important part of the Chinese economy. We will continue to take steps to open the country wider to the outside world and create a sound investment environment for foreign-invested companies. As long as foreign-invested companies operate in accordance with China’s law, they will have broad space for business expansion.
