Moreover, the tax revenues could be spent on patrols to ensure that pets’ waste is removed and that fierce pets do not pose a threat to walkers. Weighing the ideas from different aspects, I think it is a good choice to levy a tax on pet owners, at least at this moment in China’s big cities. Firstly, pets also consume public resources. The ratio between pets and residents in big cities is disproportionately high. Pet owners should pay for the consumption their pets impose on the public. Secondly, the increased budget revenues could be used to set up a special office, which operates to regulate requirements for pet ownership and registration.
