    但是,我决心要挑战自我!于是开始了自学。多年后,1981年,我得到了一份工作,因为那时的“国际残疾人年”促进了人们对残疾人价值的认知。中国邮局还发行了国际残疾人年的特种邮票。
    二十多年来,中国残疾人的生活状况得到了很大改善。最近十年里,中国在立法保障残疾人权益方面,在残疾人的医疗、教育、就业方面都取得了巨大的进步。
    我坚定地认为,保障残疾人人权就要从残疾人的实际需求做起。当残疾人的需要得到满足,人权保障这句话对他们才有意义。2008年至今,我是中国残疾人组织的主席,我一直在做一件非常重要的工作。
    我和同事们到中国城市和乡村了解基层,特别是贫困地区残疾人的生活状况和需求,并向政府提出有关的政策建议。2015年,我们开展了针对2600万注册残疾人的专项调查,搜集详细的数据。这些大数据对于政府开展残疾人研究和制定相关政策都具有重要意义。

答案I’m honored today to attend this Social Forum. China is home to more than 85 million persons with disabilities. I have so much to share with you about the human rights protection of people with disabilities. I am disabled. I was paralyzed from an illness when I was 5 years old, and have not been able to stand up again ever since. At that time, I couldn’t go to school because of my disability. I felt very lonely. But I wanted to challenge myself. I then started to teach myself. Many years later in 1981, I got a job. Thanks to the International Year of the Disabled, people came to recognize the value of persons with disabilities. The China Post Office even issued a special stamp for the International Year of the Disabled. The living conditions of persons with disabilities in China have been greatly improved over the last 20 years. In the last decade, great progress has been achieved in China in legislation to protect the rights and interests of persons with disabilities, and in providing them with access to medical care, education and employment. I firmly believe that human rights protection of persons with disabilities should start with meeting their real needs. It is only when their needs are met that human rights protection becomes meaningful. Since 2008, as the president of the China Disabled Persons’ Federation, I have been doing one very important thing. My colleagues and I have visited communities in urban and rural areas to get first-hand information about the real conditions and basic needs of persons with disabilities, especially those from poverty-stricken areas. And, we have given policy advice to the government. In 2015, we conducted a special survey nationwide of 26 million registered persons with disabilities, and collected detailed information about their conditions and their needs. This big data is of great significance to the government in order to study issues faced by people with disabilities and develop targeted policies.
