答案 In the above picture, an old couple in patched clothes raise their bowls to catch the falling coins, hoping to alleviate their poverty. Unfortunately, their hopes are just a wishful thinking, for the bowls expected to contain old-age pensions have been severely broken. This picture reflects deep concern that China’s public pension system will collapse, reducing retirees to misery. There is a sound reason for this concern. With China entering the aged society, underfunding in public pensions becomes a grave problem. There have already been an unusually large proportion of elderly individuals in China, with ten working-age Chinese supporting one retiree. As today’s retirees are paid, pension accounts of today’s workers are being quickly eroded. Unfortunately, the reducing accounts can hardly be replenished, for there will be fewer workers for each person in retirement. If no effective remedy were created, underfunding would be increasingly serious and finally destroy the current public pension system. It is reported that the government is planning to raise the retirement age to reduce pension expenses and then ease the strain of underfunding. However, I think the more important methods should be firstly to rely on financial markets to boost the benefits of pension funds and secondly to increase government investment in public pension plans.
