   I don’t think Twitter is a waste of time. However, keep in mind that, just like everything else, it has its limitations. As a new website owner and developer, I found that it is helpful as a means of getting my content out there as well as being exposed to similar sites from which I can learn something. Its biggest drawback is the 140 character rule but, then again, you could look at that as a way to learn to be more precise in your communication.
