答案Nowadays almost all the countries in the world spend a lot of money in making various kinds of weapons in order to defend themselves although they are actually living in peace. Some people are of the opinion that these countries should use the money to help those living in poverty instead of making weapons. However. I find it hard to agree with them fully. I think the government of a country should divide its attention between improving the life of its citizens and developing weapons to ensure its long-term safety and prosperity. It can be held to be a self-evident truth that a country would be deprived of its national security if it does not own enough defensive weapons. A country, large or small, can live in real peace only when it is in a position to defend itself. Some peace-lovers may argue that there is no need to spend money in developing weapons on the ground that their countries have never been involved in any war. To them I would like to point out the fact that part of the reason for there having been no war in their countries is that they possess the weapons needed to protect themselves in some rare but not impossible emergencies. In other words they have the ability to defend themselves should there be any war against them. Of course my emphasis of the need for defensive weapons does not mean that the more money a country spends on weapons, the safer it will be. We should not turn a blind eye to the fact that a considerable number of people in many countries in the world still lead a very poor existence. The governments of these countries should take into consideration the improvement of the lives of these people while making decisions in developing and manufacturing weapons. This is, in fact, of great importance to the safety of a country. If there are too many poor people in a country, there is a possibility that these people may rebel against the government, causing a problem that can hardly be solved by weapons. In the final analysis, a government of any country, poor or rich, should always bear in mind the life of the needy citizens in its country when budgeting for their weapon development. Both of the two factors are essential for its security.
