We should develop small towns on the basis of existing county seats, and make scientific planning and a rational layout, integrating their development with the expansion of township and village enterprises and the rural service sector. All the institutional and policy barriers to urbanization must be removed and the flow of rural labor guided in a rational and orderly way.
